At what point they transfer to the local office?

My I485 ND is Dec 2000.
Will VSC transfer the case when they start processing Dec cases or they transfer couple of months early than they reach Dec?

On what bases they transfer the cases?

I am asking this question because some of the local offices in Ohio are taking longer to process and call for interview than getting it processed at VSC.

Transfer to the local INS generally happens after fingerprinting
is done. Of course, most cases are approved without a transfer.
Transfer cases constitute a very small percentage of total
applications.
