At what point it does not matter if the case was filed as RIR or Non RIR. Is it once it has been forwarded to the regional DOL or untill the labor gets cleared. the reason why I ask this question is because in case of Non RIR the ads are placed when the case is at the State level. So once it clears that stage and gets to Regional, it shouldn't really matter.
