Timeline of family based 1st Priority - PD: APR 2001 for almost a year

Just out of curiosity, has USCIS or media released any reasons why the current PD of family based 1st priority is stuck in Apr 2001 for so long?

A friend of mine is in this category with a PD of Aug 2001.

I honestly don't know the answer but my guess would be that around the time was the deadline for 245i and there was an overwhelming number of people applying using this law, so the PD might not have moved.
