As soon as I changed employer, old PERM is cleared.

PERM filed 1/30/2006 (Conversion from RIR)
I was tired of waiting for 9 months. :mad:
So, I changed the employer 9/25/2006.
The PERM from previous employer was certified 10/26/2006. :eek:
Can new emplyer take over my certified labor so that I can file I-140/485?

It is terrible case! :mad: I am also 7th extension year H1B.

No, you can't "transfer" a labor certification. If your PERM was approved and you had filed and received an approved I-140, the situation could be different in that you would have a chance to recapture the priority date.
But, as you did not do that, no, you can't use it, and the company could actually used your approved PERM LC for a substitution for someone else.

You can't use that PERM for green card purposes. However, if you have a copy of the PERM approval, your current company's legal counsel can use that to continue extending your H-1B beyond your sixth year.
