My labour is in process right now.

I have 2 questions:

1) I have heard PERM is going to be enforced soon, how soon is it going to be and what will happen to existing cases in labour?

2) My wife was arrested and charged for shoplifting. But in the court, she was convicted for annoying behavior in public. Will her green card be in question. Will it affect my and my sons green card? I am the primary applicant. Do I have to declare anywhere that she was arrested. I was told he records will be only in the local county court.

1) Perm might be implemented any time within 3 months. One can with draw the current (pending) LC and file in PERM. But we don't know yet about the final regulations for PERM. If it is a risky one (if chances of rejection are high), then many people will continue the traditional LC path. We need to wait and see on this issue.
2) Your wife's arrest will not affect your or your children's GC. But her GC might be affected. You don't need to state about her arrest in your I485 but she has to declare by law. I don't know the impact of hiding or declaring those affences. It's like a double edged knife. If she declares then her I485 might be rejected and if she does not declare then they might find it out and that will defenitely result in her I485 rejection. You need to make a decision on what to do about it. Take some lawyer's suggestion also.
