Are photos required to file for Re-Entry Permit?

I read the Instructions for completing Form I-131 for re-entry permit and realized, if correctly, that photographs are not required if filing for re-entry permit. However, they are required for filing for a refugee travel document and for advance parole document.
I am posting here to have your input regarding this requirement in case I misunderstood the instructions. The instructions state that a re-entry permit applicant must submit along the form I-130:
a legible copy of the Permanent Resident Card (both sides); or
a copy of form I-797; or
a copy of biographic page (s) of passport with a copy of the immigrant visa page that was issued; and
fees of $305 for application and $80 for biometrics.
I posted earlier a question about the form I-131 fee and found out that it was $385. So, thanks for your replies.
