Are INS and their doctors serious in examning inadmissibility on medical grounds?

Here many GC applicants want to go to see some particular doctors (who are
also immigrants) in NYC because they pass the TB skin tests right away
and they think doctors only inject placebo.

Is INS or their appinted doctors serious in this matter? Or corruption
also get permanent residency too?
