Are i485 processed according to PD or RD?

In all cases it is RECEIPT DATE... But if there is retrogation for a country...then you feel like it is based on a Priority date..for that country...in reality they will pick the case month by month and take the cases who met the priorirty dates...
 
This is from the Adjudicator's Field Manual:

The term “priority date” is relevant only to immigrant visa petitions seeking classification for numerically limited visa categories. In all other instances, there is no distinction between the filing date, which is used primarily to determine the chronology of case processing, and the priority date which is used by USCIS and the Department of State for determining the chronological placement of a beneficiary seeking an immigrant visa or adjustment of status in a numerically limited classification.

So, if PD isn't relevant based on the current visa bulletin, then RD will apply. Or else, PD will be used to determine which cases will be worked upon, then RD will be used to determine order of processing for the cases.

When all flags are checked the case should automatically be approved no IO needed.

Unfortunately from what I can see they have all sorts of computer problems, database sync problems, message delivery problems, ethic problems and sanity problems so the process is almost random.
Self-preservation instinct keeps us cis from disclosing its "algorithms" and force them to hide everything. Most probably that self-preservation instinct still makes them obliged approve small number of cases
 
RD is also important

Incase of transferred cases VSC to TSC or CSC to NSC, it is based on the day the transferred or the receipt date of TSC or NSC. That is what I was told when I talked to an IO at TSC.

IO is not correct. I've got similar response from IO last year and told him he's wrong explaining the reason. He put me on hold for some time and then confirmed I'm correct but still suggested to wait (what else can he say?).

My attorney confirmed it with AILA.

My I485 was filed in 2005. The case of my friend was filed several days later (same company). FP were done at the same center, the same day. Both cases were transfered from CSC to TSC ON THE SAME 3/27/2006. His case was approved in 8/2006 mine is still pending. The only difference he used an LS and I spent 2.5 years in backlog. Curious that his PD was still 1.5 later.
No offense but kinda sad.

So... No rules here.
