Are federal grants not for J1?

I looked at the website of NIH. It states that they do only give grants to postdoctoral fellows who are permanent residents or citizens. Does this mean that people with J1 visa can not be the principal investigator? Having a grant from the federal is one of the ways for j1 waiver.

During my J-1 (Research Scholar) I was PI and co-PI in 2 different grants from NSF (2000-2003). I think that different Federal Agencies have different rules and regulations.
