I didn't bring a camcorder, but took a digital camera inside and took some pictures and it was alright. I would guess the same applies to ceremonies in other places in the country.
Usually there are no restrictions on cameras at the ceremony. In cases where its a small ceremony held inside a federal building (e.g. Baltimore DO), you are only allowed to use the camera in the room where the ceremony takes place.
At my Citizenship Ceremony in Tulsa there were all kinds of devices being used to record the event.....cell phones, cam corders...you name it...I felt like a was at a Hollywood Opening.....it was a blast
My local oath ceremony used to be held in the Calexico city hall but the officer told me during my interview that complaints that city buildings were being used for federal functions had put an end to that. My ceremony (when it happens) will be in the foyer of the USCIS building - an uglier setting I find hard to imagine. I am sure cameras will be banned to hide the shame
