my son was born here and is a US citizen; am I correct in assuming that he does not need an AR 11 form to report a change of address??

Does he need to tell Dept of State the change of address if he holds
a US passport?

It does in some circumstances. Young males between 18-25
are required to inform Selective Service their change of address
too after registration. State governments ask state driver license
holders to do the same.
