AR-11 Change of address form

I saw the AR-11 form on the INS web site and it says all aliens must report the change of address within 10 days using this form. I have been in the U.S since 1995 when i came as a student and recently got my GC.
But since then i have never used this form for the various addresses that i have lived at, and i have gone thru the CP process wherein i had to specify the city/state info on the OF-169 form.
Does this mean that i have violated the law?
