Was your I-140 ever sent to the consulate overseas by the NVC?
Did your AVM message play the message "..case not found.."?

My I140 was approved on 10/10/2000.
I contacted Chennai consulate on 12/02/2001 and they confirmed that they have my file.

Sequence of AVM
This case will take approx. blah blah blah
Finger prints recieved
finger prints recieved on dec 28 and processing resumed
Case APPROVED.
