I'm China EB3 too. PD 11/03 RD 9/04. It's pretty close to yours.
What is you last update date? Mine is still last year even though I have done my finger print this year.
 
The last update was Aug/Sep last year when I responded to RFE. This February, I had a FP done, but no LUD changes after that. Then all of a sudden, got the emails yesterday.
