Approved in 6 Months?

Is it common for an F4 visa to be approved in 6 months with a priority date in the late 90's? It's happened for us, but the lawyer stated he hasn't seen it in his entire 15 year career.. I'm just curious..

The visa wasn't approved, only the I-130 petition was approved. 6 months was unusual back in the 1990s.

Unusual, but not impossible? Oh yes, you're correct, sorry for using the wrong word.. That's what I thought as well. It just seems so weird with that approval date and the i-797 arriving in 2002.. We really had no idea of the approval date until 2011, because we assumed the approval date was in 2002, since we received the notice in October.
