Approved I-130 not sent to NVC

I filed two separate I-130 applications for my two sisters who reside in India. The applications were
filed in May 2007. In November 2009, I received I-797 approval notices for both petitions indicating
that the petitions were appoved and that the case has been sent to NVC.

In April 2010, I checked the status in the NVC system and found that while one of the cases has been forwarded to NVC, the other one is missing from the NVC system (does not have NVC case number) even after 6 month of being approved. I emailed NVC and they told me to contact the USCIS california office.

I called UCSIS and the lady on the phone told me that since the priority date is not current, the file has been 'archived' and will sit there until the dates become current. Is this normal practice? I thought that once the I-130 is approved, the case is sent to NVC immediately. I am confused since one of the two appoved cases was sent to NVC and other was not. Is there anything I can do to have the other case sent to NVC? I want to ensure that this approved petition does not fall through the cracks. Thanks.
