2. What is the procedure to do a Labor Substitution ...

There was no RFE during the I-140 stage and surprisingly it got approved within 2 months.
The application was handled by lawyer and what I know of it is that if they have a approved labour for someone who fits your profile then they can use that to go to the I-140 stage.
