Approved and need help

Info about my friend .

CSC, RD sept 12, ND Sept 27, Laid off after 200 or so days of I485 filing, Approved June 20 (No RFE).
Need help with following question:

The company lawyer says that my friend needs to inform INS of the new job (that he has found after the GC was approved in the same or similar position according to AC21 portability law). Now is it mandatory by law to inform INS in a case like this (Or is it only expected to inform). If yes will that open some kind of Pandora\'s box. Any possible problems that anyone can forsee

PLease help.
