Does Texas directly sent the Green Card

Guys,
Does Texas directly print the Green card and sent to home address rather than approving I-485 and sending the approval notice to applicant?.
Please any body answer that.

They have been known to do that in case of minor dependents.
I've not heard of any cases for adults...
