And I have no solid data to base this on.

I think INS has stopped all 485 and Citizenship approvals, till they finish the Special Registration Process.
To my knowledge they will be registering people till the end of Feb.
INS personnel Has:
To deal with the new FBI check infra-structure
To take care of Registering people
To take care of extra EAD and AP applications
To take care of their future in the new HSD.
They do not have inifinate resources, and all of the above takes time and energy.
I do realize that that Immigration officers do no have to deal with the computer infrastucture / security checks, but they still have to deal with and prioritize the rest.
So I think the have to focus on Registration right now, after that they will focus on EAD and AP and approvals.
