Even if we knew they wouldn't matter much for these are very complicated cases and the decisions are made very much on case-to case basis. Also, stronger evidence does not always mean stronger case, so there's no easy way to predict which way a particular case will go. Add the processing delay into the equation and you'll see that no prediction can be made at all. The same case will be considered in NSC and VSC a year apart, and a lot can happen in year.

Not only that, but there a lot of frivolous applications clogging the system. The guy reading your application for EA may have just read (and hopefully rejected) an application for Elvis Impersonator.
