My EB2 Non-RIR finially was approved by DOL of Chicago. It was submitted to DOL Chicago in September, 2002. Approved in the mid of October. This may be a good news for those Non-RIR folks, because I guess DOL Chicago will restart to process Non-RIR case. Good luck to you all!
