approval in 7 months?

I see some people getting approved in 7 months and some are waiting for 15 -20 months. Other than luck or bizarre TSC behaviour does anybody has any other info about it.

Why does this happen? Are there any criterias?

Can you do anything to get in to those 7 months approval slots?
 
who got the approval in 7 months? are u talking about CP cases or concurrent?
 
There are cases reported on this forum which got approval in 6-8 months.

Processing priority date for I-140 is same for CP and cocurrent cases.
So I do not think they treat CP or cocurrent differently.

Anybody has any suggestions/ opinion.

When I talked to an attorny in Houston, she said that concurrents are handled by a different group. Now this was all before the Ohata directive. Then there are ways to expedite applications for a few reasons mentoned by USCIS. However, things look random at best.
