I have been thinking what could be really driving the GC approval rates. Well obviously I feel its the ECONOMY. Lets try to reason out :

1) the unemployment rate is not falling to an extent to improve the economy. So the fear is more and more citizens could be at verge of loosing their jobs.

2) Most of the GC applicants are well qualified and have their jobs in bad times like these unlike the americans. This is determental to BUSH admin. which is going to face elections next year.

3) I feel its a strategy by the BUSH govmt. to reduce the approval rate, make americans feel secure about their jobs and make sure the immigrants are insecure. This could in turn result in frustration and possibly see many immigrants going back to their country. It does'nt make any sense for them to approve our GCs. Look at what they are upto in the Patriots Act. They can go to any extent to protect their right.

So friends I feel as long as Economy does'nt improve we will be in the same boat. We will have to wait for another economic boom before we see light at end of the tunnel.

God bless us all.

kk_1999,
Because of unemployment rate hike, nowadays any news on off shoring, media making it big. Example IBM offshore story, Intel offshore development activities etc., are in very high visibility.

All Software guys are trying to form union to protect their rights.

Even in these difficult situations Bush government openly said they are willing to continue h1B program. Which is a welcoming sign here. At the same time they are not taken any thing to hurt L1 program.

This means, they need us. I don’t think they are going to stop gc program. May slow it down little bit.

Kk_1999,
When you see past.

Before 1997, 485 stage was used to be 2 years backlog. Now it is current.

Starting from 1998 to 2001, because of internet boom + Y2K problem (I would say Hype) Law makers thought, they may need more approvals. Result, 485 stage become current. Different options are added to the 485 stage. This is all happened because of Clinton administration.

2001-2003 market is started to slow down, un-employment rate increased. This may have adverse impact on gc approval rate. I don't think they are going to stop it. But they may take it to before 1997 situation.

as long as software gaints like Microsoft, IBM etc., support our community no government can do any thing to stop gc program. Because they need funds from them.

Family based immigration, Diversity lottery should be reduced or as some experts suggest they also should have labor certification. It's chain immigration which has to be controlled not the EB based immigration.

The software giants are more keen on offshoring jobs, even though the unions oppose it. Bush could not do anything about the H1-B visa program that was reduced to one-third of its size. If offshoring is the magic word then why would they need people here.
kks_1999, might be partially correct. I think the reason behind decreasing the approvals lie in the fact that if people cannot hold on to their jobs after being approved, they will have to be given unemployment benefits. That will hurt the economy considerably.
Regarding offshoring the results are mixed. IBM plans to HIRE 10,000 more people next year. So, offshoring is not entirely on their cards at this point.
An economy boom is what we need at this moment.

I don't know why we are making a big deal about the H1B visa reduction, I think most of us in this forum came to US when the counter was at 65000. For the last two years though the limit was 195/200,000 but the actual number of visas issued were below 65,000. So why and how Bush or anyone else will support for higher number of H1B visas when they are not used.

About the 485 backlog, I agree that it definitely depend on the economy, but not on what the American's think. I don't think general American's even know about the GC processing and how many GCs were issued etc. So, if the economy improves then we will be OK.

WIN
