Approaching H1B revalidaton

My current H1B is expiring on May 1st, 2004. When is the right time to apply for revalidation? The website says that the visa should be 60 days within the expiration. Does that mean that I need to wait till the 1st of February to apply? Can someone please guide me on this? Thanks in advance.
 
But all the buzz about the delay in approvals is scaring me. Is there is a need to file early or something?
