Applying for US visa from Canada

Hello all,
One of my employees is currently visiting a client in Canada on a valid visa. He needs to make a visit to another client in the USA.
Is it possible for him to go to the US consulate in Canada and apply for a US visa.
Would he need to go back to India and apply from there and come back?
Please provide any advice you may have.

he could try applying in canada, its not written anywhere in black and white that you cannot apply for a visiting visa from outside your country.
