Hello,
My friend got the Permanent Residency through her father while in US. She is now married to a US Citizen. Can she apply for Naturalization based on 3 years or 5 years residency?
If she got her green card before her marriage, She can apply for citizenship 3 years after remaining married to a US citizen or 5 years after getting the green card, whichever comes first.
If she qualifies under both 3 year and 5 year rules, I would suggest applying based on 5 year rule as it carries much less documentation requirements (read: way less hassle).

Others have suggested she can, and as long as your file is clean (real marriage with tax / living together evidence), I do not see why she should not apply under the 3 year rule. Each person has their own specific situation ... ask her to take a look at the documentation requirements and decide.
