Applying for Temporary Residency Visa to Canada from Canada

Hello,

If you have a tourist visa for Canada and live in Canada, is it possible to apply for a temporary residency visa? I have received mixed messages from immigration in Canada. A Canadian lawyer told me its possible to apply for a TRV from within Canada. Immigration told me, I would have to apply outside of Canada. He recommended mailing the application to an office outside of Canada.

Can some one clarify this?
