Applying for OCI after surrender certificate

I am trying to help a close family member who wants to apply for OCI. Unfortunately, her adopted family had her last held Indian passport renewed once after she got another nationality, which is wrong. The passport was never used for travel or anything.

She approached the consulate last year, got this passport cancelled by paying a penalty as per rules and obtained a surrender certificate for that passport.

Question now is can she apply for OCI, since she has a surrender certificate? Will the previous passport issue have any effect on the outcome of the OCI application? Thanks.
 
Once you have a surrender certificate, you can apply for OCI at anytime. I do not think previous passport should create any issue in OCI. Though that's completely in the hands of embassy to decide. From my thinking your family member will get OCI without any issue unless he/she has some criminal or other bad records on Indian Citizenship.

thanks smart84. There is nothing adverse in her records; she has always got a proper visa to visit India and never overstayed. Hopefully she will get her OCI too without any issues.
