Applying for non-immigrant visa while doing CP

I applying for F-1 to study in the US during the summer, then coming back in Fall to complete CP in my home country.

Does it impose any issues/complications? Should I mention the DV lottery during the F-1 interview? Should I send forms to KCC right after the interview or some time later?

If it is just a summer thing, why don't you do it next summer? If you really must do it, then yes tell them about the lottery in your application form, and they know it anyways so do not hide it. They may not issue you an F1 visa.
 
I didn't know that I won the lottery when I was applying for F-1. The plans are made, people are promised, so there is no "do it next summer" scenario.

Ok, if you end up getting the F1, make sure you go back to your country at the end of the summer. That would be safer for you.
