Applying for N-400 during April would delay the process?

I heard that applying for the N-400 Naturalization during April and especially beginning of April would delay the process as its the H1 processing time and INS is really really flooded with all those applications pouring in and they are busy there etc... so this creates complications and delays if applying for Citizenship during April... is that true?

Does anyone have any input on this?

No, that is just an April fool's joke that somebody came up with They have to process H1 applications no matter when they apply. I don't think that holds any truth.
