Applying for Immigration for minor child on Green card

Hello,

My mother in law came to US as permanent resident. Now she wants to apply for the immigration for her son who is a minor (17 years old).

Does she needs to stay in United States till her son gets immigrant visa or can she go back to India on advanced parol after applying I-130 for his son.

Any help or sugestions in this regard would be very helpful.

Why would she use Advance Parole if she is a permanent resident? It doesn't make sense.
