Applying for I-140, some questions

After 3 attempts my labor was cleared(EB2/RIR). I am glad to be in I-140 stage. I am trying to decide whether to go for CP or AOS. Can you please advise on the following questions:

1. Can I file for I-14O with Consular processing, and change it to AOS after I-140 is approved?
2. My H1 expires in April'03. If I apply for Consular and I don't get an interview till Apr'03, can I still extend my H1 based on the new Immigration rule of 2000- AC21?
3. Is AOS faster for EB2 than EB3?
4. How much time does CP take from the time of filing I-140? Is it faster for EB2 ?
5. Can I go for CP in Canada/Mexico?( I am from India.)

4. Depends on the Consular post and its workload. Not necessarily faster for EB-2.
5. No.
