Applying for H1 and OPT(F1 TO H1B TRANSFER)

I will be completing masters in Computer science in May 2007.Also I will apply for my OPT on March 2007. But due to H1 cap I want to be apply for h1 also .My question is can we apply for both h1 and OPT simultanesously? waht if the decision of approval of H1 comes first ( having start date from OCt 2007) and then my OPT approval follows. So then what will be my status.
please answer this question.

if your H1B gets approved before your OPT, your status will be H1B! Also, keep in mind that since at the time of applying for your H1B(April) you would not have graduated, so make sure you apply based on your previous highest degree and not the current incomplete degree!
