Applying for green card labor.

Hello folks,
I am on H1B for the past four years. I am applying for the last extension for the remaining period of my H1B. I am also planning on filing my Green Card simultaneously

I have not heard much good news from my friends on Labor clearance.
Can anyone please let me know how long is it taking for labor clearance?
Is the processing faster at Texas INS center as compared to the California center?
Is INS rejecting Labor clearance applications (due to the current unemployment problems)?
What is substitution labor clearance? And is it easy to obtain one?

I'd say dont wait. Start asap. LC is getting very slow in most states and people expect it to get even slower. Check out
