Applying for GC when admitted in US on I-193

During the previous visit to US, my father applied for extension of stay and the request got denied (about 5 months after the date of application). He ended up overstaying the permissible (6 month) limit of stay while he was waiting for the decision on his request to extend the stay.

When my father arrived in US last week, he was told by the immigration officer that his Visa has been cancelled because he overstayed during his last visit. They canclled his visa and let him inside the country on a I-193 (one time exemption of visa) after keeping him waiting there for 3 hours. They have him a 6 month stay period in US. He was told that he needs to go back and get a new visa when he goes back to India.

I am a US citizen. Would I be able to apply for my father's Green card while he is admitted in US on I-193?

thank you so much newacct for your reply.. Do you agree that his situation warrants me to apply for GC through an attorney or can I just apply by myself?
