Applying for GC for parents

I would like some information about applying for a GC for my parents.
1. After I get my citizenship, is there a waiting period before I can apply for their GC? Can I apply as soon as I take the oath, or maybe even as soon as I finish the interview?
2. If they apply for their GC, are they not allowed to travel to the US on their visitor visa until their application is approved?

You become a citizen the day you take your oath and receive your certificate of naturalization. You can file for your parents' immigration the very next day.
If at the time of applying for their GC they are residing outside US, it will be next to impossible for them to obtain a visitors visa or, if they already have a visa, to get admitted into US. It is better to apply for their immigration while they are in the US. They can then travel out of US and also return (they need a document called Advance Parole which they can apply for while in the US).
