Applying for F1, my parents are permanent residents of USA

My whole family is living in the USA, they got family-based sponorship, I turned 21 during the immigration process and did not get the immigrant visa. Now I am planning to apply for F1 visa, what are the chances that I get the visa? What should I do?

You will most likely be refused an F1 visa.
