Applying for F-1 visa to go back and retake failed course; is it possible?

I studied in the US for 5.5 yrs (since 2008 fall) doing an undergraduate BS in electrical engineering but did not complete my degree. I have one course (3credits) remaining. I have had trouble with this course before and have re-taken it 3 times but still failed. My overall GPA is 2.39. I also did an off-campus internship for about 1.5yrs while I was doing my undergrad but always got part-time CPT approval. At the end of last year(when I was supposed to have graduated) I came back to my home country as my 1-20 had expired. I never came home during the 5.5yr period that I was in the US. The course that is remaining is only offered in the fall and I want to go back and take it this fall (2014). The main reason for my low GPA and having to retake this course is that I wasn't interested in the program. I realized that I didn't want to do electrical engineering about 3yrs into it but kept going since I had already spent a lot of time on it. I essentially failed some courses due to lack of attendance and not paying attention (the lack of attendance wasn't reflected on my record as most instructors didn't follow up on it). As far as the school is concerned, I can still go back to retake the course as I will only have been away for one semester and will still be a student there so I can get an I-20. As per the international office at my school, I will have to take at least 6credits and apply for permission to have a reduced course load for the fall. So I will have to register for an extra class to fill up the credits. I now want to begin preparing for my visa application. My question is this: will I be able to get an F-1 visa for the fall semester in order to take the course with such a background?
