Applying for F-1 after an incomplete green card process

Hi all,

My understanding is that once someone applies for a green card it is difficult to obtain a non-immigrant visa like F-1. Actually, in the visa application form, DS-156, it specifically asks the question "has anyone ever filed an immigrant visa petition on your behalf?"

After what stage in your green card process are you supposed to answer YES to the above-mentioned question? Is it as soon as you start your labor certification process or is it after you receive the labor certification and submit I-140 and I-485 to BCIS?

I'm trying to figure out if an F-1 application will be denied if the person ever initated a labor certification process without applying to BCIS with I-140 and I-485.

Labor Certificate is not Immigrant Visa Petition... Its I-140/I-485. SO until applied for I-140/I-485 you should write "NO"
