Here is the situation:
A friend of mine was admitted as refugee in November 2000. Did not file for status adjustment after a year but meanwhile went on a short trip in July 2002 (duration 1 month) and came back using RTD.After his arrival filled for I-485 but application was not accepted because they say 1 year physical presence in the country (eventhough she was physically in the country more than a year BEFORE his trip so I guess the trip made her time start all over again) , anyhow filed for I-485 in 2003 again, got approved in Feb 2005, got stamp in March but no plastic card so far. Now the question , according to 4 years 9 month rule she will be eligible to file for N-400 in August this year (the permanent residency for REFUGEES and she is a REFUGEE , NOT ASYLEE, is backdated to date of FIRST arrival, which was in November 2000, according to USCIS). So my question is : Can she apply for citizenship only with the copy of her stamp and cover letter explaining that she did not get her plastic card yet (just in case her plastic card does not arrive before August when she is planning to file for N-400) .
I understand this is an ASYLEE forum but refugees/asylees are the same and we immigrants are in the same boat somehow.
