Applying for B2 visa from a third country

I have read that as of September 6. Applying for a U.S. B2 visa from a third country is now severely restricted. If a an Indian Citizen (Indian passport holder) who has a legal permanent residence in Canada, apply from for a non immigrant/B2 visa from Canada? or is the person required to apply from India
 
If you are legally resident and actually residing in Canada it will be fine:

  • Applicants for U.S. nonimmigrant visas (NIV) should schedule their visa interview appointments at the U.S. Embassy or Consulate in their country of nationality or residence….
  • Residence Requirement: Applicants must be able to demonstrate residence in the country where they are applying, if the place of application is based on their residency.

This also assumes you have never violated a B visa in the past, as that requires you apply from your home country.

You might want to note that the wait times for B interviews in Canada are long at most locations. Looks like the shortest is Halifax at 3.5 months with some being a year or longer.
