Applying Family-based green card after I140 approval through employer

Hi All,
I got my I140 approved about a year ago and I am waiting to file my I485 as my priority date(Oct 2007) is still not current(EB2 category, India).Not sure how long it is going to take as the current backlog is Feb 2005 for India.

My brother is a citizen of the US and I need to clarify if he files for a family-based green card through I-130,how long does it take to get the EAD after applying through this process as compared to filing through the employer(I-485) when my priority date becomes current.

Also need to clarify if this process(family-based, I-130) is sooner or still the same as applying through the employer(I-485).

For an I-130 filed by a sibling, it would be in the FB4 category which takes about 10 years for the priority date to become current (in the March visa bulletin it says Jan 2000). So that means no I-485 filing nor EAD for 10 years based on that petition.
