Apply parent GC with consular processing while parent is in USA

Can US citizen apply for parent's GC (I-130) with consular processing while the parent is in US on visitor visa, or would they have to wait for parent to leave US before applying for GC with consular process. Also, which is faster - AOS or consular process from India. Thank you!
