Apply L-1 while in the US? Salary paid overseas?

1. My company is planning to transfer me to U.S. and work for a related company. I have a B-1/2 visa now and they wanted me to go to the States first and then apply for the L-1 while I am in the States on my B-1/2. Is it okay? Would it be more "proper" to apply L-1 while I am still in my home country?

2. After I got my L-1, could part of all of my salary be paid in my home country?
