apply green card for sister question?

Suppose I am a US citizen and want to apply Green Card for my sisters. I know it will take very long time. I have 2 questions here:

Can my sister apply for other type of visitor visa (like B1/B2 ) to enter US while her 130/485 is pending?

If she already came to US by B1/B2 visa, can I submit 130 & 485 application together? If she already submitted 485, can she get advance parole to go back her original country while waiting for green card?
 
Under any circumstances, you can't file I-485 for your sister until her PD becomes current, no matter where she is.

I wonder if you sister can get a visitor visa while her I-130 is pending. To be honest, even if she is granted for a visitor visa, there is still a possibility that she may be refused to enter U.S. at POE since she is carrying an non-immigrant visa (i.e. B1/B2) to try to enter U.S. while on the other side you are applying immigrant visa for her.
