Apply GC while serving HRR

Hi
I was on J1 visa while doing my residency & fellowship in Us
The expiration date on my j1 was Sep 30, 2004 and I came back to India on Sep26, 04. My 2 year HRR will be done at the end of this SEP [06].
Can I apply for GC via my husband who is a US citizen?
If so, Can I start the DCF process in Delhi in May?
Will Delhi consulate accept the petition for 1 -130 few months in advance to completion of HRR? I belong to Chennai consulate jurisdiction but I have to go to Delhi initially as DCF has to be filed only at Delhi.
I'd greatly appreciate if any one can share their experiences with similar senario.

these two yrs were you working in india.how is the response for doctor trained in U.S.i mean are there good job opportunities.
if ur hubby is citizen then u will not have any problem.

I have not taken any hard core job but I'm working with NGO's [non profit Org]. There can be good opportunities if one has MD from India or work experience in India but for fresh graduates it can take a while to establish themselves.
