Two things:-
First, I would not recommend PAYING someone to fill out a Diversity Visa lottery application on my behalf. After all, its not going to improve your chances of success simply by giving money to someone else. Fill out the form and send it in yourself.
Second, the E-1 (treaty trader) and E-2 (investor) visas have no "dual intent", so you cannot enter the US with one and later adjust to an immigrant visa category. Many people overlook this restriction, and later complain when their business ends and they must leave the country.
I know very little about the E-1 category, but I do have some limited familiarity with E-2 as many of my fellow countrymen are using them as a means to start businesses here in the US. They are not too onerous to obtain, but you must start a legitimate business and employ sufficient local people. E-1/E-2 visas are issued by your local US Consulate, so you can probably find out more information either online or in your host country.
