apply for parents immigration - what's the law for approval or deny?

I came in US on B-1 visa. I changed status and all my stay in US is legal.

Parents had been denied B2 visitor because VO said I was supposed to return in 6 months.

I have the greencard now. If I get citizenship and apply for parents immigration, can they be rejected because of the same reason? For visitor visa, I know VO can come up any reason to deny. Is the immigration the same? Where can I find the laws that states the critieria for approval or denial?

I really don't know, but common sense tells me that if a USC is petitioning fot his/her parents, there's no reason to deny this petition.
