Apply for LC now?

I am currently a sales engineer. The job requires a unique background that I think few people have. My wage is 45000+commission. Can I file LC with level 2? Is the DOL level 2 (more than 80000) base salary or base+commission?
Can anyone suggest if it's the right time now, generally speaking, to file LC, in current mass layoff situation? Another question is what's the differences between prevailing wage level1 and 2 in terms of processing time and possibility of being returned?

If you are sure that offered Job requires a special skill ( normally required to perform the job) and you have that skill then you will be having comparatively easy ride. For example job title called "Foreign cook" are getting approved by Philly DOL faster then other category. It is easy for a employer to show that special skill(s) are required to perform the normal function(s) of foreign cook and there are not many us worker with that skills.

Level-1 & Level-2 depends upon the education/qualification and experience required to perform the job. Also Prevailing Wage does not include commission it only includes salary employer is offereing. And depending upon how DOL classify your Job-Title (level 1 or Level 2), processing could differ.

There are so many people getting LC in Computers and related area which is I guess on top of the list in Layoff's, so what's the harm in trying in your field.
